HALLOWELL A familiar face at the Higher Grounds Coffeehouse and Tavern has become a more permanent fixture. Jonah Howard, the 35-year-old Hallowell native who has been serving up drinks and good music at the Water Street coffeehouse for the past three years, is now one of its owners.
